A very sad….gut, heart and soul wrenching video…….. of the daily
suffering in Venezuela’s second largest city…….with the eldest, youngest and
sickest most impacted.

From my experience I don't believe that it's anything other than illiteracy.
The sooner we deal with reality the safer we will be and the easier it will be
to get competent people - - education, scouting and training !
